Zhoupu town in Shanghai's Pudong New Area, known for its commitment to nurturing talent and fostering growth, recently unveiled the "Li·Yu" Talent Apartment Alliance.

This initiative marks a significant step towards enhancing the living and working environment for professionals in Zhoupu, emphasizing the town's dedication to supporting its residents in their personal and professional endeavors.

The "Li·Yu" Talent Apartment Alliance is a collaborative effort aimed at providing comprehensive support to individuals seeking to establish themselves in Zhoupu. By focusing on initiatives like talent accommodation and welfare, the town aims to alleviate concerns related to daily life and reduce operational pressures for businesses, ultimately enhancing the appeal of Zhoupu as a destination for skilled individuals.

Zhoupu town has been prioritizing talent accommodation and conducted extensive visits in 2023, learning about the diverse residential needs and contradictions among young talent. To ensure that talent can afford to live comfortably and stably, Zhoupu town, through the joint efforts of the government, businesses, and societal forces, established the 'Li·Yu' Talent Apartment Alliance platform. Currently, there are seven member units.

Dr. Shi Lei, a Ph.D. in molecular biology from the University of Illinois and vice general manager of Shanghai-based biotechnology company Biointron, expressed gratitude for the town's support, highlighting the positive impact of initiatives like tax rebates and the newly launched Talent Apartment Alliance on both employees and businesses. 

"These initiatives have alleviated concerns about daily life and to some extent reduced the operational pressure on the company. They have also provided leverage for attracting and retaining talent. I sincerely thank Zhoupu town for providing an excellent development environment for our company and employees," said Shi.

Zhoupu town's commitment to talent development extends beyond accommodation, with a focus on creating a conducive environment for professionals to thrive. By strategically positioning talent apartments near industrial parks, universities, and commercial buildings, Zhoupu has established a robust talent accommodation system characterized by ample space, high quality, comprehensive amenities, and a pleasant environment.

Furthermore, Zhoupu town has implemented innovative policies to transform its approach to talent management, transitioning from a broad-brush approach to a more targeted strategy. Its "1+2+3" talent policy framework, which includes one guiding document, two detailed regulations, and three specialized service files, aims to evaluate talent across various sectors and provide tailored support to individuals based on their needs and contributions.

Through a multi-dimensional talent evaluation mechanism, Zhoupu has established a tiered and categorized "Think Tank" that covers talent in various fields including industry, education, healthcare, and culture. Currently, four individuals have been selected for Pudong's "Mingzhu Plan". Additionally, the town has implemented a targeted "one-on-one" contact mechanism for key talent, encouraging talent to actively contribute to the economic and social development of the region.

In addition to policy reforms, Zhoupu town has prioritized the integration of talent development with industrial needs. By aligning the recruitment of key industry professionals with the requirements of local businesses, Zhoupu aims to foster synergy among talent, innovation, and industry, creating opportunities for individuals to contribute effectively to the local economy.

In 2023, Zhoupu successfully processed household registration applications for 11 special talents. Local government has collaborated with prestigious institutions like Fudan University and Shanghai University of Medicine and Health Sciences to conduct research and nurture talent, and has been consistently strengthening talent attraction, cultivation, retention, and utilization through a model that involves government facilitation, university engagement, and enterprise utilization.

To enhance the overall experience for residents, Zhoupu town has introduced the concept of "Joyful Living", which focuses on providing a range of services within a 15-minute community living circle.

To address talent needs seamlessly, it has introduced the innovative "1+5+X" integrated service model, which comprises a Talent Service Manual, five integrated spaces (Policy Consultation Point, Council Chamber, Innovation and Entrepreneurship Hub, Community Activity Area, Red Heart Circle), and multiple personalized services tailored to individual needs.

The town is exploring the establishment of the Zhoupu LiYu Talent Station and has established the "LiYu" Talent Service Zone at public service points to further enhance talent services.

By combining online and in-person services, Zhoupu aims to provide a one-stop solution for talent requirements, creating a talent community that is not only well-planned and orderly but also convenient, warm, and livable.

In addition, a customized "Zhoupu Talent Service Passport" has been created, offering 21 exclusive high-quality services. This initiative aims to ensure that talent services not only provide essential support but also add a touch of warmth and care.
