Pudong launches first batch of postdoctoral incubation bases

Seen as an ideal destination for talents and innovators, Pudong New Area in Shanghai has accelerated the in-depth implementation of its "1+1+N" talent policy, as well as taken the introduction and cultivation of young scientific and technological professionals as the key to boosting high-quality growth.  

With a theme of "Gathering Talented People, To Create The Future", the 2023 Postdoctoral Carnival and Joint NYU Shanghai Overseas Student Job Fair kicked off at the Qiantan campus of New York University Shanghai in Pudong on April 14, marking the launch of the area's first batch of postdoctoral innovation and entrepreneurship incubation bases, fanning the enthusiasm of young talents across the world.

Pudong has attached great importance to the construction of a gradient post-doc training system based on its newly released 10 postdoctoral policies, establishing a number of postdoctoral talent cultivation platforms with cutting-edge science and technology.

To date, Pudong's postdoctoral innovation practice base has attracted 40 research institutes, universities, enterprises, and other organizations, as well as set out to initiate 108 scientific research projects.

At the opening ceremony of the event, the first batch of nine units, including NYU Shanghai, Shanghai Data Exchange, and Zongmu Technology, which have settled in Pudong's postdoctoral innovation practice base since the implementation of the "1+1+N" talent policy, each received a subsidy of 100,000 yuan. There will also be an additional 200,000 yuan subsidies available in subsequent rewards that will be awarded in the future.

As representative enterprises to recruit overseas postdoctoral fellows, Shanghai Ship and Shipping Research Institute Co Ltd and Shanghai High-Tech United Biological Technology Research Development Co Ltd signed a joint training agreement with universities and overseas postdoctoral talents during the event.  

Liu Yao, a PhD graduate from Nagoya University in Japan, specializes in ship hydrodynamics and marine new energy applications. He joined Shanghai Ship and Shipping Research Institute last year.

"The software and hardware conditions of the construction site are of great help to my own research and the company's industrial background is also conducive to the implementation of future industry-university-research achievements," Liu said.

Chen Weimin, deputy general manager of the shipping technology and safety division of Shanghai Ship and Shipping Research Institute, said that relying on the new post-doctoral policy and platform of Pudong, the company can improve its corporate performance and help its subsequent development by recruiting high-end talents.

During the event, Pudong also issued licenses to Zhangjiang Incubator, Zhangjiang Pharma Valley, Shanghai Pudong Software Park, Shanghai Jiaotong University Jinqiao Science Park, Siemens Healthineers Shanghai Innovation Center, and Medicilon Academician Innovative Drug Maturation Center, which made up the first batch of postdoctoral innovation and entrepreneurship incubation bases in Pudong.

The incubation bases will play a key role in carrying out the national strategy of strengthening the country through talents, form a post-doctoral innovation and entrepreneurship incubation network, as well as create a good environment for young scientific and technological talents.

Pudong also released a 2.0 version of the recognition and shortage lists of overseas vocational qualification certificates to attract more talented people in key industries and expand application scenarios. The 2.0 version includes 149 items in the recognition list and 23 in the shortage list.

According to the area's human resources and social security bureau, the recognition of international vocational qualification certificates is an important task for Pudong to build itself into a pioneer zone for the development of overseas talents.

During the event, participants shared the wonderful moments of the recent Postdoctoral Carnival & Hong Kong Tour. The trip to Hong Kong marked Pudong's first step toward overseas talent acquisition.

The NYU Shanghai job fair was the first recruitment event for international talents in Pudong this year. Forty companies offered more than 300 job opportunities for students from China and abroad. The Post-doc Career Fair, a special zone for precise matchmaking, was set up to attract young scientific and technological talents.

The postdoctoral carnival held a special lecture on the interpretation of the new 10 postdoctoral policies for PhDs, postdoctoral fellows, and employers. Representatives from NYU Shanghai and other enterprises were also invited to share views on issues, such as the introduction, education, retention and employment of postdoctoral talents, postdoctoral talent cultivation, as well as postdoctoral talents' key role in fueling the development of enterprises and cities.
