Aiming at building a global talent hub, Shanghai's Pudong rolls out new policies

SHANGHAI, Jan. 30 (Xinhua) -- As one of China's pioneer areas for socialist modernization, Shanghai's Pudong New Area rolled out new policies on Sunday to draw world-class talent, aiming to establish a talent pool of two million people by the year of 2025.
Having been at the frontier of China's reform and opening-up for the past decades, Pudong has paid more attention to attracting international high-level talent by pioneering many ways to make life and work more convenient for international talent.
According to the local authority, the total number of talent in Pudong has reached 1.7 million. Plus, more than 2000 foreign experts among them have become permanent residents here.
To build a talent ecosystem with global competitiveness as well as to attract more professionals from home and abroad, the package of the new policies includes an implementation guideline, an action plan, and special policies to better serve academicians, manufacturing talent, talent from education and health industry and so on.
According to the new policies, more measures like financial support, project subsidies, start-up support and living services will be provided to attract high-end talent with advantages in scientific and technological innovation across the world, especially from the industries of the integrated circuit, biomedicine, artificial intelligence, life and health, automobiles, high-end equipment and advanced materials.
In recent years, Pudong launched a system for overseas talent to receive permanent residence. It also further streamlined administration to make it easier for overseas talent to solve their problems.
It was also noted that Pudong will upgrade the system and carry out more reforms to serve the talent through one single department offering one-stop service.
In July 2021, China issued a guideline to support high-level reform and opening-up of the Pudong New Area in Shanghai, and build the area into a pioneer area of socialist modernization.
