The ongoing pandemic has posed obstacles to some of the motor vehicle and driver’s license handling procedures. To make procedures easier for the people until the pandemic eases, the Traffic Police Corps of Shanghai Municipal Public Security Bureau has introduced eleven service measures, including penalty exemption for overdue vehicle inspections and driver’s license renewal without physical examination certificate.

1.Exemption is made for penalty on overdue vehicle inspections. For a vehicle whose inspection expiration date falls between March 1 and April 30, 2022, there will be no penalty for failure to undergo vehicle safety inspections before June 30, 2022.

2.Driver’s license can be renewed without the applicant submitting a physical examination certificate. An applicant is able to renew his driver’s license first when the old one expires, and then submit the physical examination certificate before June 30, 2022.

3.The number of temporary license plate applications is increased. Before April 30, 2022, a vehicle owner can apply for a temporary license plate for 3 times, instead of 2, which is the normal number.

4.Validity period of the Motor Vehicle Driver’s Traffic Rule Study Record is extended. For drivers who have applied for but have not completed Traffic Rule Study by March 31, 2022, the validity period of their Records will be extended by 3 months.

5.Validity period of license plate number pre-selected on the Internet is extended. For a plate pre-selected online between March 1 and April 30, 2022, the validity period of the pre-selected number will be changed to 3 months after selection.

6.Retention period of the original license plate number is extended. For motor vehicles that are in the process of transfer, writing off, change of address to another city, or application for the issuance of new energy vehicle license plates, if the original license plate number has already been retained for 2 years by any day between March 1 and April 30, 2022, the retention period will be extended by another 3 months.

7.Validity period of Theory Learning Certificate is extended. For those whose Theory Learning Certificates expire between March 1 and April 30, 2022, the validity period will be extended by 3 months.

8.Cancellation of driver’s licenses is postponed. From March 1 to April 30, 2022, for those whose driver’s licenses haven’t been renewed 3 years after expiration, the cancellation date is postponed by another 3 months. During the extension period, if the driver passes the Subject 1 test, his or her driver’s license will be restored.

9.Validity period of overdue driver’s licenses that have not been renewed is extended. From March 1 to April 30, 2022, if a driver’s license has expired for more than 1 year and less than 2 years and not been renewed, its validity period is be extended by 3 months. During the extension period, the driver can renew his license as usual and will not be required to pass the Subject 1 test.

10.An additional temporary license plate is issued for vehicles undergoing change of address to another city. From March 1 to April 30, 2022, if the owner of a vehicle applies for change of address but is unable to finish procedures at the vehicle administration office of the new address before the temporary license plate expires, he can apply for another temporary license plate at a vehicle administration office.

11.The date of compulsory motor vehicle scrapping is postponed. For vehicles that are overdue for inspections and whose mandatory scrapping dates fall between March 1 and April 30, 2022, another 3 months will be given before they meet the mandatory scrapping standards. During the extension period, if a vehicle passes the safety inspections and receives the motor vehicle inspection qualification mark, its status will then be restored to normal.
