Shanghai Customs brings convenience to sci-tech innovation talents

Shanghai Customs launched a series of convenient measures at the opening ceremony of the 2021 Shanghai Global Talent Innovation and Entrepreneurship Summit on Sept 29, 2021.


The measures, which come under the first program of Shanghai’s integrated information platform on science and technology innovation and “Kechuang e Jia” (second phase), an information management platform of Shanghai Customs, aim to facilitate customs clearance for science and technology innovation talents.

According to Yang Haijun, director of the customs department of the Shanghai science and innovation center, the measures allow sci-tech innovation talents to enjoy integrated online services including policy notification, guideline, business handling and inquiry. The talents can choose to apply for the approval of inward and outward articles offline, or submit online applications via the platform.

The sci-tech innovation talents include high-level talents and others. The high-level talents, identified by the Ministry of Human Resources and Social Security, Ministry of Education or other authorities, can get their inward and outward articles without payment of duty after being inspected and released by Customs, as well as benefit from various convenient customs clearance measures. Talents recognized by the office for their efforts in promoting the construction of the science and technology innovation center in Shanghai, can enjoy convenient customs clearance services.

The Customs will authenticate the talents through QR codes before offering them preferential service and fast customs clearance for their carry-on, baggage, postal items and express packages. The high-level talents can apply for customs release in advance for their personal articles that have been transported to ports. They would later go through the customs formalities within six months from the date of the articles’ entry into China. The talents also enjoy priority when booking an appointment for physical examinations.

Zhang Zhiyun, operation director of Shanghai international joint science laboratory for world laureates, said that the measures have brought great convenience to the talents of the lab, who often enter and leave China.
