Headhunters crucial to Pudong’s development

The 2020 International Human Capital Trends Summit in Pudong, Shanghai was attended by a number of human resource institutions, who discussed the history and future on talent cultivation in Pudong on April 23.
Pudong is celebrating the 30th anniversary of its opening up this year. Over the past few decades, it has developed into a model for China's reform and opening-up, due in no small part to the talented people who work there. It is currently home to around 1.5 million skilled workers in various industries.
At the opening ceremony of the summit, the results were announced for the HRoot human resources selection activity for the 2019-2020 Best Human Resource Service Institutions in Greater China.
A total of 25 awards, including "Best Comprehensive Human Resource Service Institutions in Greater China” and “Best Talent Recruitment Internet Platform in Greater China" went to well-known human resource companies such as ManpowerGroup Greater China Limited, Aon Hewitt, Liepin, etc.
Duan Lixin, vice president of Beijing Career International Human Resources Co Ltd, said that he came to Pudong for the first time when the Nanpu Bridge opened to traffic in 1992. "It was a barren but high-potential area."
By the time he joined Career International in 2003, Lujiazui was thriving. Career International has grown rapidly along with Pudong over the past 20 years, gradually growing from a two-person company to a listed company with more than 70 offices around the world.
"For talent, the word ‘Pudong’ is attractive." Duan remembered when scientist Chen Li founded a new drug R&D (research and development) company in Zhangjiang, he immediately started receiving investment but was in urgent need of talent.
As a result, Duan helped Chen recruit a group of R&D personnel. Chen's company now has more than 300 employees and was successfully listed on the Hong Kong Stock Exchange in 2019.
Last year, Duan was invited to visit the Pudong International Talent Hub where he met Chen Li, director of talent affairs at the Pudong New District Human Resources and Social Security Bureau. After talking with Chen, who is very familiar with the hub’s partner institutions, Duan decided to cooperate with the hub.
Duan said that Pudong's ambition, rapid development, and comprehensive supporting facilities are attractive to industry and talent. Duan’s company set up an office in the hub and plans to increase services related to biomedicine, artificial intelligence, and integrated circuits, all of which have a strong presence in the hub.
In 2003, ManpowerGroup had only one office in Pudong. Today, the world-renowned human resource service organization has its Greater China headquarters in Pudong.
Zhang Jinrong, honorary president of ManpowerGroup, said he is highly confident in Pudong's future. ManpowerGroup entered the hub last year.
"Based on our internal evaluation, the hub ranks among the best in the country," Zhang said. He also said he believes that Pudong will have more new and emerging industries in the next 30 years, which means it needs more talent.

Pudong’s development would not have been possible without talent, and the development of talent would not have been possible without human resource service agencies.
Since the opening of the Pudong International Talent Hub in April 2019, it has served more than 190,000 people from China and abroad and cooperated with many well-known human resource service organizations, including ManpowerGroup, Career International, and CDP.
The hub is gradually developing into a more open and innovative talent service complex and human resource allocation hub in order to serve national development needs.
A series of online events, including seven keynote speeches and two roundtable discussions, were also held during the summit.
Seven guests, including SAP government chief expert Yang Dongsheng and Deloitte partner Wu Minfang, discussed challenges related to talent and explored how to use nationwide reforms to improve organization in the digital era.
Cui Shijun, global partner of Aon Human Capital Management Consulting, said: "Every company with ideals will inevitably experience transformation. An integrated human resource management system for global talent, global salary and welfare, and cultural integration have become the biggest challenges for Chinese enterprises expanding abroad."
Roundtable discussion topics included "transformation and breakthroughs -- the advanced path of talent management in the biopharmaceutical industry" and "reshaping the future -- and opportunities and challenges in using artificial intelligence technology to help with the digital transformation of company HR management”. The discussions were aimed at promoting the rapid development and globalization of drug R&D and smart manufacturing in Pudong,
Hong Yuandong, founder of Siqi Circle, and Shen Gangzheng, CEO of Dayi Cloud Computing, served as online hosts for the roundtable discussions.
