Li hopes Pudong will lead Shanghai’s development

During a visit to Pudong New Area on Nov 22, Shanghai Party Secretary Li Qiang said he expects Pudong to serve as an example for the future development of Shanghai.

Moving forward, Pudong needs to be more innovative, improve its urban management, and promote high-quality economic development, said Li.

At Pudong’s Big Data Center, staff demonstrated how the comprehensive monitoring system for economic performance works. Officials briefed Li on monitoring work, industrial map programming, and safeguarding against economic risks.

Li encouraged staff and officials to improve economic regulation and risk monitoring, as Shanghai is in a key period for optimizing its economic structure.

The data center is striving to develop itself into a hub for electronic government data sharing and exchange. It is responsible for online government services, data exchange, and e-government networks in the district.

Li suggested that the center combine urban and economic management theories with modern information technology such as artificial intelligence, big data, and cloud computing technology.

Efficient regulation and services require a more scientific, accurate, and intelligent approach involving data integration and stronger employment, according to Li.

At the Pudong International Talent Hub (PITH), Li talked with people applying for credentials and stressed that major issues should be solved and procedures should be streamlined.

PITH, which opened in April in the middle of Zhangjiang Science City, can handle 80 talent-related affairs involving foreign experts, human resources, and entry and exit.

PITH is a hub for human resources and international talent, and it has provided an online guide to Shanghai’s talent policies for talents from all over the word to reference.

Li said more favorable policies are needed to provide better services and a better environment for international talent, making Shanghai a promising city booming with innovation and entrepreneurship.

Li also visited the Yangtze River Delta Capital Market Service Base, which focuses on the development of scientific and technological innovation companies and will provide entrepreneurs with policy consultation services, opportunities to attend training courses and project roadshows, and opportunities to connect with investors.

The base has now signed agreements with many cities in the Yangtze River Delta region and partnered with nearly 60 intermediaries, investment institutions, and financial institutions, which will help the companies go public.

Li said that the base should encourage more investment in promising tech startups and help more companies go public.

He encouraged the base to take advantage of the integrated development of the Yangtze River Delta region and the launch of China’s new science and technology innovation board to better integrate financial capital with innovative resources.

Li also visited a newly established exhibition pavilion in Zhangjiang Future Park that focuses on applications of artificial intelligence technology. He offered some words of wisdom to the R&D team, telling them they should work harder and make some breakthroughs in core technology.

Pudong needs to take the lead in scientific innovation and increase efforts to develop high value-added industries, said Li.
