Lingang, Shanghai’s leading science and technology region, covers an area of 315 square kilometers and has a population of 680,000. It mainly consists of an international future zone (central zone), intelligent manufacturing zone (heavy equipment industry zone and Fengxian zone), integrated development zone (main industry zone), intellectual ecological zone (ecological complex) and scientific innovation zone. It is one of the six key functional areas of Shanghai.

Lingang, located in the southeast corner of Shanghai at the confluence of the Yangtze River and Hangzhou Gulf, is 75 kilometers away from the Shanghai city center. It borders Pudong International Airport to the north and Yangshan international airport to the south and occupies a vital section along the Shanghai grand coastal freeway, in the outskirts of China (Shanghai) Pilot Free Trade Zone. Lingang has strong advantages in transportation, with marine transport, airfreight, railway transport, highway transport, and inland river transport and all being available.

With an eye on the new global economic and social development trends of the 21st century, the Shanghai municipal Party committee and the Shanghai municipal government made the significant strategic decision to develop the Lingang region, with the aim of upgrading Shanghai’s manufacturing industry. This big decision also fits China’s national strategy of speeding up the development of strategic emerging industries. This strategic initiative could also help Shanghai further upgrade its industrial layout, improve its capacity and enhance its competitiveness.

Since the initiative launched in 2003, Shanghai has been promoting comprehensive development which integrates industry, infrastructure, urban construction, and ecological environment and city-industry integration, also called a five-sphere integration plan. The development has been seeing remarkable results. The industry development of Lingang region plays a vital part in Shanghai’s and China’s industrial development strategies. Looking to showcase Shanghai’s strength and push the international frontier, Lingang puts priority on advanced manufacturing, modern services and strategic emerging industries, and highlights high-end manufacturing, extreme manufacturing, independent manufacturing and intellectual manufacturing. By cooperating with large groups, introducing large-scale programs and building giant bases, Lingang continues to upgrade capacity and strengthen technological innovation. It seeks to build itself into a nation-leading and world-class independent innovative industrial park. Lingang region has fostered seven industrial bases for new energy equipment, critical components for large vessels, vehicles and parts, ocean engineering equipment, civil aviation equipment and remanufacturing. 

By the end of 2017, Lingang had introduced 380 programs and achieved a gross industrial investment of 150 billion yuan. Centering on Dishui Lake, Lingang has basically completed its urban core functional layout, where the urban functions of finance, trade, business services, culture and education, conference and exhibition, technology, research and development, tourism, living facilities and administration complex have constantly improved. Enjoying the lake views and seascapes, Lingang has become the first choice for many to work, live and realize their ambitions.
